FSC offers streamlined procedures for forest management operations no larger than 100 to 1000 hectares (depending on the country) or of low management intensity. This keeps the cost of certification down and makes FSC certification a valid proposition for all forest operations of all sizes.
Low management intensity refers to a harvesting rate of less than 20% of the mean annual growth in timber and either less than 5,000 cubic metres annually harvested or, over the certificate lifetime, less than 5,000 cubic metres annually on average. Forest lands that are used solely for harvesting of non-timber forest products also qualify. Plantations for non-timber forest products, however, do not.

FSC group certification - A program for small forest owners
FSC group certification allows a group of forest owners to join together and share certification costs among the group members. This dramatically reduces the cost for each forest owner. The number of group members is not limited but the group has to be managed effectively and function according to FSC rules.
Failure of the group members or the group as a whole to implement assigned responsibilities will lead to disciplinary actions.
At the time of writing the largest number of forest management operations certified within a group was about 300, but there is nothing to prevent larger groups being certified if they comply with certification requirements.
