Policy & Standards Development Process
The Policy and Standards Unit (PSU) develops FSC policies and standards, and provides guidance and interpretation where necessary.

FSC Discussion Paper
Discussion papers present issues of importance to FSC and its stakeholders and explore the implications of these issues for FSC.
Discussion papers are the first step towards the development of formal FSC policies or standards, though they do not necessarily result in new policies or standards. Discussion papers will include a "next steps" section which may include the author's proposals for implementation. They are targeted primarily at individuals and/or organisations with an interest in the issue discussed.

FSC discussion papers do not themselves represent a formal FSC position on an issue, and do not have any legal or contractual status.
The decision to develop a policy or standard lies with the FSC International Center.
