Pesticides Policy Review
FSC’s policy on pesticides is designed to implement the relevant requirements (Criteria 6.6, 6.7 and 10.) of FSC Principles and Criteria of Forest Stewardship (FSC-STD-01-001).
Since the introduction of FSC-POL-30-601 FSC Chemical Pesticides Policy by the FSC Board of Directors in 2002 a number of technical and procedural changes in relation to pesticides issues have been made in response to stakeholder demands for a an improved, transparent, consistent and efficient implementation of FSC’s Pesticides Policy.
In 2004, FSC commissioned the Pesticides Action Network UK (PAN-UK) to carry out a review of the policy and if necessary propose revisions. In May 2005, FSC published the resulting review, together with a discussion paper providing an initial response (FSC-DIS-01-003 PAN-UK Review of FSC Pesticides Indicators and Thresholds: FSC initial response).
This was followed in September 2005 with a follow-up paper proposing specific revisions to FSC policy (FSC-DIS-01-006 FSC Pesticides Policy: proposed revisions) that were done in two steps. This paper (FSC-DIS-01-006 FSC Pesticides Policy: proposed revisions) was circulated to all stakeholders who had commented previously in relation to the proposed revisions to FSC chemical pesticides policy; to FSC National Initiatives; FSC accredited
certification bodies; and to the FSC Board of Directors. The discussion paper was announced and briefly summarised in FSC News and Notes, and was published on the FSC website.
In May 2007 the FSC Pesticides Policy: Guidance on implementation (FSC-GUI-30-001 V2-0) and Processing pesticide derogation applications (FSC-PRO-01-004 V2-0) were approved by the FSC Board of Directors. This followed a wide stakeholder consultation on both documents and also an Expert Panel review of the FSC indicators and thresholds for identifying ‘highly hazardous’ pesticides.
Work on other aspects of the guidance document is still ongoing including the development of guidelines for integrated pest and vegetation management, appropriate use of pesticides and further consideration of other aspects of the pesticides indicators and thresholds for identifying highly hazardous pesticides.
